El Partido Comunista del Perú,
ante las banderas inmarcesibles de Marx, Lenin y el Presidente Mao Tsetung,
ante el Presidente Gonzalo, jefe del Partido y la revolución y ante el pueblo,
con profundo sentimiento de clase rinde el más solemne homenaje a los 300
prisioneros de guerra de las Luminosas Trincheras de Combate de El Frontón,
Lurigancho y Callao, a los camaradas Alejandro y José, dirigentes históricos
del Comité Central, a los militantes, combatientes e hijos de las masas que
ofrendaron sus vidas por el Partido y la revolución en la resistencia feroz
enfrentando al infame genocidio del 19 de junio de 1986, en el que conquistaron
el Día de la Heroicidad: monumento imperecedero para el proletariado y los
pueblos del Perú y el mundo.
El 17 de mayo de 1980 se inició
la lucha armada en el Perú, luego de haberse definido y decidido culminar la
reconstitución e iniciar la lucha armada, y también después de su preparación
con el acuerdo de un Plan Estratégico Nacional. Este primer exitoso paso
derrotó en 2 años a las Fuerzas Policiales, entonces el Estado peruano dispuso
el ingreso de las Fuerzas Armadas para combatirnos. No obstante, luego de
enfrentar este duro momento la guerra pasó a desarrollarse y se elevó hasta su
punto más alto en 1992, entrando al equilibrio estratégico.
La
nefasta política genocida dispuesta por el Estado peruano en su guerra contrarrevolucionaria
se desató en el campo, la ciudad y las prisiones. El Día de la Heroicidad es un
hito inolvidable de la guerra popular, el movimiento revolucionario más
trascendente de la historia peruana hasta hoy, guiado por el
marxismo-leninismo-maoísmo, pensamiento gonzalo, dirigido por el PCP, bajo la
jefatura del Presidente Gonzalo y para transformar el viejo orden de opresión y
explotación en una nueva sociedad que beneficie a las amplias mayorías
populares luchando por el socialismo rumbo al comunismo. La heroicidad de los
prisioneros de guerra se aúna a la heroicidad de numerosos hijos del pueblo,
hombres y mujeres del campo y la ciudad que combatieron con mente comunista y
brazo campesino, obrero o trabajador, y grandioso ejemplo de lo que es vivir por
una causa tan alta y morir por ella, ejemplo de lo que es el pueblo peruano en
su largo proceso histórico.
Los prisioneros de guerra
combatientes de la guerra popular, desde su detención enfrentaron las torturas
más infames manteniendo invicta su moral revolucionaria comunista; recluidos en
las cárceles el Estado reaccionario buscó aislarlos y aniquilarlos
sistemáticamente, mas los prisioneros mediante la fuerza de su ideología, el
poder de su organización y su persistente lucha indeclinable, transformaron las
negras mazmorras de la reacción en Luminosas Trincheras de Combate, desafiante
bandera roja con la hoz y el martillo, propaganda viviente de lo nuevo. Razón
que enfureció a las clases dominantes que ahí veían en peligro su sistema y
quebrantado su orden, en la propia capital.
Por
lo que el 4 de octubre de 1985, el régimen de turno: primer gobierno aprista,
con el pretexto de hacer una requisa asesinó a 30 prisioneros en el Pabellón
Británico de Lurigancho donde para aplastar su resistencia los quemó vivos, en
tanto los prisioneros con su heroica lucha conquistaron el Día del Prisionero
de Guerra. El 18 de junio de 1986, cuando los prisioneros se levantaron en
justa lucha por sus derechos y en defensa de sus vidas y la revolución, el
gobierno aprista buscó imponer su autoridad sin trato o diálogo alguno, más
bien a las pocas horas reunió a su Consejo de Ministros y acordaron con Alan
García Pérez a la cabeza, el estado de excepción en las tres cárceles de Lima,
lo que implicó la intervención del Comando Conjunto: Ejército, Marina y
Aviación, más el apoyo de las Fuerzas Policiales, para sofocar la lucha de 300
prisioneros políticos y de guerra.
Ante
este vil asesinato los prisioneros resistieron, oponiendo con altísima moral
revolucionaria comunista una resistencia feroz, sin hincar la rodilla y vivando
al PCP, a su Jefatura y al marxismo-leninismo-maoísmo, pensamiento gonzalo
conquistaron el Día de la Heroicidad un 19 de junio de 1986.
Desde
entonces hasta hoy, han venido usando etiquetas propuestas por el propio
imperialismo para denostar a la revolución como “terrorismo” y a los
revolucionarios como “terroristas”; y siguen usando el pretexto de la acción
armada aun cuando han pasado 24 años de su término, para imponer leyes
represivas y criminalizar la protesta popular. Es decir, vienen aplicando una
solución militar de discriminación, persecución, encarcelamiento y muerte en
vez de una solución política, amnistía general y reconciliación nacional
propuestas por el PCP desde la detención de setiembre 92.
De esta manera todavía existen problemas pendientes derivados de la guerra que no han querido ser tratados menos resueltos desde la posición del pueblo, la nación y la sociedad peruana. Y en los últimos años el Estado peruano ha desatado una ofensiva contrarrevolucionaria con sistemáticas campañas de persecución política contra los comunistas, revolucionarios y marxista-leninista-maoístas, pensamiento gonzalo extendida a la lucha popular y a todo aquel que discrepe de su sistema capitalista explotador. Así, en la última campaña electoral presidencial, los dos contendores de la ultra derecha neoliberal, han usado demagógicamente la “reconciliación” en el aire o supuestos “diálogos con arrepentidos”, eludiendo los problemas de fondo y actuando a espaldas de la experiencia de paz en el vecino país de Colombia.
30 años después, el Partido enarbola el derecho a defender la Memoria histórica de la guerra popular y como parte de ella el Día de la Heroicidad. El pueblo, sus familiares y amigos tienen derecho a enterrar a sus muertos y honrar su memoria y que esta no sea perseguida. Más aún cuando sí se permite que otros sí inauguren museos de la memoria buscando imponer la versión de la CVR, como la “verdad oficial”, o se publican memorias del Ejército, la policía y de traficantes de la memoria del pueblo; incluso se consiente que intelectualillos al servicio de las clases explotadoras y el imperialismo hagan escarnio de los revolucionarios tildándolos de “provocadores” o “cultores del odio” para así ocultar su infame justificación del sistema opresor y explotador.
¡Rechazamos que se impida y se persiga el derecho del Partido y el pueblo a difundir y defender su Memoria histórica!
Hoy,
cuando en el mundo se vive los horrores de la antesala de la nueva guerra de
rapiña imperialista por nuevo reparto del mundo y descargan sobre la clase y el
pueblo las secuelas de la crisis económica mundial en larga y lenta recuperación;
y cuando en el país, vivimos la farsa electoral que definió el nuevo gobierno
de la ultra derecha neoliberal del capitalismo explotador bajo dominio
imperialista; lo que corresponde al proletariado y al pueblo es basarse en sus
propios esfuerzos, persistir en el marxismo-leninismo-maoísmo, pensamiento gonzalo
y organizarse para desarrollar su camino, y a la vez rechazar que se ponga a la
clase y al pueblo a la cola de una facción de la ultra derecha tras la falaz
contradicción democracia vs dictadura, pretendiendo desarmar al pueblo en su
lucha por reconquistar sus derechos y libertades democráticas conculcados en
los últimos 25 años y así desviar e impedir el desarrollo de su camino propio
hacia el futuro de la revolución proletaria socialista y el comunismo.
Una vez más, el PCP responsabiliza al Estado peruano por su política genocida en campo, ciudad y en las prisiones y por su reiterada negativa a tratar y resolver los pendientes problemas derivados de la guerra, aun cuando se acerca el Bicentenario de la independencia de la República, marchando a espaldas de la necesidad histórica del pueblo, la nación y la sociedad peruana en su conjunto sin llegar a una ¡Solución Política, Amnistía General y Reconciliación Nacional!
Por
todo lo dicho, honrando la memoria de los héroes y siguiendo su luminoso
ejemplo, los comunistas y revolucionarios del Perú y el mundo unámonos en el
marxismo-leninismo-maoísmo para combatir por la Revolución Proletaria Mundial y
oponer la revolución a la guerra mundial imperialista.

HONOUR AND GLORY
TO HEROICITY DAY
IN ITS 30TH ANNIVERSARY!
The Communist Party of Peru, before the unfading flags of Marx, Lenin and Chairman Mao Tsetung, before Chairman Gonzalo, head of the Party and revolution and before the people, with deep class conscious feeling pays most solemn homage to 300 war prisoners of the Shining Combat Trenches of El Frontón, Lurigancho and Callao, to comrades Alejandro and José, historical leaders of the Central Committee, to the militants, combatants and offspring of the masses who rendered their lives for the Party and revolution in the fierce resistance opposing the infamous genocide of June 19, 1986, in which they conquered Heroicity Day: imperishable monument for the proletariat and peoples of Perú and the world.
The armed struggle began in Perú on May 17, 1980, after the culmination of the reconstitution and the initiation of the armed struggle had been defined and decided, and also after its preparation with an agreement of a Strategic National Plan. This first successful step defeated the Police Forces in 2 years, after that the Peruvian State arranged the entry of the Armed Forces to combat us. However, after facing this hard moment the war went on developing itself and soared to its highest point in 1992, entering the strategic equilibrium.
The nefarious genocide policy prepared by the Peruvian State in its counter-revolutionary war was unleashed in the countryside, the city and the prisons. Heroicity Day is a memorable milestone of the people´s war, the most transcendental revolutionary movement of Peruvian history up to now, guided by Marxism-Leninism-Maoism, Gonzalo thought, led by the CPP, under Chairman Gonzalo´s leadership and in order to transform the old order of oppression and exploitation into a new society that will benefit the immense popular majorities fighting for socialism in their way towards communism. The heroism of the war prisoners joins the heroicity of many offspring of the people, men and women of the countryside and the city who fought with a Communist mind and a peasant, labourer or worker arm, and a great example of what it’s like to live for such a high cause and to die for it, example of what the Peruvian people are in their long historic process.
The war prisoners combatants of the people’s war, since their arrest faced the most infamous tortures maintaining undefeated their revolutionary Communist moral; confined in prisons the reactionary State sought to systematically isolate them and annihilate them, but the prisoners through the strength of their ideology, the power of their organisation and their persistent unwavering struggle, transformed the black dungeons of reaction into Shining Combat Trenches, challenging red flag with hammer and sickle, living propaganda of what is new. Reason that infuriated the dominant classes which saw in it their system threatened and their order broken, in the capital city itself.
Thus on October 4, 1985, the ruling regime: the first Apra government, with the pretext of carrying out a requisition assassinated 30 prisoners in the British Pavilion of the jail of Lurigancho, where they were burned alive in order to crush their resistance, while the prisoners with their heroic fight conquered the Day of the War Prisoner. On June 18, 1986 when the prisoners rose in just struggle for their rights and in defence of their lives and revolution, the Apra Government sought to impose its authority without any deal or dialogue, rather a few hours later it brought together its Council of Ministers who agreed with Alan García Pérez as its head, the State of Exception in the three prisons in Lima, which involved the intervention of the Joint Command: Army, Marine and Aviation, besides the support of the Police Forces, to quell the struggle of 300 political and war prisoners.
Faced with this vile murder the prisoners resisted, opposing a fierce resistance with high revolutionary Communist moral, without sinking their knee, and cheering the CPP, its Leadership and Marxism-Leninism-Maoism, Gonzalo thought they conquered Heroicity Day on June 19, 1986.
Ever since that day, they have been using labels proposed by imperialism itself to look down upon revolution as “terrorism” and revolutionaries as “terrorists”; and they continue using the pretext of our armed action even though it’s been 24 years since it ended, to impose repressive laws and criminalise the popular protest. I.e., they are applying a military solution of discrimination, persecution, imprisonment and death instead of a political solution, a general amnesty and national reconciliation proposed by the CPP since the arrest of our leader in September 1992.
In this way, there are still pending issues derived from the war that they have not wanted to deal with, much less solve from the stance of the people, the nation and the Peruvian society. And in recent years, the Peruvian State has unleashed a counter-revolutionary offensive with systematic campaigns of political persecution against Communists, revolutionaries and Marxist-Leninist-Maoists, Gonzalo thought extended to the popular struggle and to all those who disagree with its exploitative capitalist system. Thus, in the last presidential electoral campaign, the two contenders of the neoliberal ultra-right, have demagogically used “reconciliation” in the air or alleged “dialogues with repentant persons”, eluding the essential problems and acting behind the backs of the peace experience in the neighbouring country of Colombia.
30 years later, the Party hoists the right to defend the historical Memory of the people’s war and as part of it Heroicity Day. The people, their relatives and friends have the right to bury their dead and honour their memory and not be persecuted for it. Furthermore when others are allowed to inaugurate museums seeking to impose the version of the Truth and Reconciliation Commission as the “official truth”, or when memories of the Army, the police and those who traffic with the people’s memory are published; even allowing petty intellectuals at the service of the exploitative classes and imperialism to make mockery of revolutionaries branding them as “provocative agents” or “cultivators of hate” so as to hide their infamous justification of the oppressive and exploitative system.
We reject that the right of the Party and the people to divulge and defend the historical Memory be prevented and persecuted!
Today, when in the world lives the horrors of the prelude of the new war of imperialist rapine for a new partition of the world, and they discharge over the working class and the people the sequels of the world economic crisis in slow and long recovery; and when in the country, we live the electoral farce that defined the new Government of the neoliberal ultra-right exploitative capitalism under imperialist domination; what befits the proletariat and the people is to rely on their own efforts, to persist on Marxism-Leninism. Maoism, Gonzalo thought and organise themselves to develop their path, and at the same time reject that the working class and the people be placed at the tail of the faction of the ultra-right after the fallacious contradiction democracy vs. dictatorship, pretending to disarm the people in their struggle to regain their rights and democratic freedoms violated during the past 25 years, and in this way to divert and prevent the development of their own path towards the future of the Socialist proletarian revolution and Communism.
Once more, the CPP holds the Peruvian State responsible for its genocide policy in the countryside, the city and in the prisons, and for its repeated refusal to address and solve the pending problems derived from the war, even when the Bicentennial of the Independence of the Republic is approaching, proceeding with its back to the historical needs of the people, the nation and the Peruvian society as a whole without reaching a Political Solution, a General Amnesty and National Reconciliation!
Due to all of this, honouring the memory of the heroes and following their shining example, the Communists and revolutionaries of Peru and the world let´s unite under Marxism-Leninism-Maoism to combat for the Proletarian World Revolution and to oppose revolution to imperialist world war.
